If you have downloaded Tehnical Preview Windows 10, you have to continue the next step : extracting the ISO file into DVD or USB using Microsoft application : Windows 7 USB/DVD Download Tool.
Steps to Extract Windows 10 ISO File :
1. Download and install Windows 7 USB/DVD Download Tool. Launch the program. Press Browse and choose your Windows 10 ISO File. Click Next to continue the process
2. Choose the media, DVD or USB Device. If you choose the second one, please plug your USB in your computer. Make sure your USB is empty, because the process will erase all your files in your USB
3. Choose your USB location. Then click Begin Copying to start extracting file
4. If you choose DVD, choose DVD and the rest step is similar as above
